The spokesperson explained that trolleybuses from previous orders placed with Hess are still being delivered months behind schedule. Moreover, operational issues have been reported with the heating and ventilation systems, the powertrain, and the automatic raising and lowering of the pantographs. Meanwhile, MAN buses have been plagued by problems with the doors, chassis, and heating system.
