Having worked in the industry 30 years, you have to account for stupid, distracted, reading comprehension, squirrels, and anything else. Typing the instructions on 3 lines or in three texts would clarify it.
I’ve worked with people for whom even that is too complicated.
My suspicion is that they were either functionally or actually illiterate. You could feed them a sequence of explicit buttons to press, which they would then fuck up less often, but expecting them to read a menu option would inevitably lead to failure.

A much larger percentage of the population than I originally thought is barely capable of completing tasks on a computer, so I don’t doubt that at all.
