At least in Thuringia, Saxony and Saxony-Anhalt (the states mentioned in the paper) voter turnout has been quite stable the last 20 years. That seems wrong. At least in Thuringia, Saxony and Saxony-Anhalt (the states mentioned in the paper) voter turnout has been quite stable the last 20 years.
