I’m not a comuper scientist, so I might be wrong, but GPU should have a processing unit too. A simpler one than a CPU, just to do some types of calculations specific for a GPU job which are more efficient.
RISC-V is a simplified architecture, like ARM or other RISCs. Maybe that’s enough for an efficient GPU?
